Rwanda-backed rebels stirring ethnic divisions: Human Rights Watch. Human Rights Watch (HRW) has warned of a dangerous escalation of tension between ethnic Tutsi and Hutu communities in eastern Democratic Republic of Congo, as a result of fighting involving a militia that Rwanda is accused of backing.

Our reporters spoke to residents of Goma who are still haunted by the fighting of 2012 and fear the rebels' return. Meanwhile, diplomatic pressure is growing on Rwanda, with DR Congo, France and Germany openly accusing Kigali of supporting the group – something it denies.

France and Germany are now also accusing Rwanda of backing the M23 rebels in the Democratic Republic of Congo. A UN report said there was solid evidence of Rwanda supporting the M23 group, which is accused of waging a campaign of murder, rape, kidnapping and looting.
