Russian missiles hit Vinnytsia in central Ukraine

Russian missiles struck a city in central Ukraine Thursday, killed 21 people and wounding about 90 more, Ukrainian authorities said. The country's president called the attack "an open act of terrorism" against civilians in locations without any military value.
