Are Taiwan’s air raid shelters adequate?

China's shelling of Taiwan's Kinmen and Matsu islands in 1958 and recent saber-rattling from Beijing have made preparing air raid shelters a key part of Taiwan's civil defense strategy. But as DW's Cherie Chan reports, not everyone thinks those shelters are adequate.
