I do not understand why forming an endless commitee will solve the herdsmen problem when the solution in starring them in the face. Let the herdsmen confine their activities to their geographical areas, and since this is a business enterprise they can lease or buy grazing fields in other states if offered to foster their business . The idea of government legislating or apportioning a piece of land in other states by a fiat is a recipe for calamity.
