House Speaker Nancy Pelosi announces the approval in Congress of a $1.9 trillion relief package, as the floor erupts into cheer and applause. The bill, which cleared the Senate last weekend, now heads to the White House, where Biden -- who made the American Rescue Plan his top legislative priority -- said he plans to sign the measure into law on Friday.
