Canada investigates discovery of 38 dead puppies on flight from Ukraine

Some 500 French bulldog puppies were found on a flight from Ukraine. Dozens of the dogs were severely ill and 38 were dead on arrival. Authorities said they "will determine next steps once the investigation is complete."
